Enrique Arturo de Obarrio is a distinguished Panamanian lawyer, diplomat, businessman, and civil society leader. He earned his law degree in Panama, studied international law at Georgetown University Law Center, and completed the Oxford Strategic Leadership Programme. He served as Panama’s Ambassador, alternate representative to the OAS (1990–1993), and later founded his own law firm, de Obarrio Carles & Associates. As General Counsel for Panama’s Superintendency of Banks (2000–2004), he played a crucial role in strengthening banking regulations. He is also President & CEO of 4Ever Magic Corporation, representing Disney in the Panama, Central America and Caribbean region. A tireless civic leader, de Obarrio has held leadership roles in numerous organizations promoting democracy, ethics, and competitiveness worldwide.  He contributed significantly to national transparency laws and democratic initiatives. For over three decades, he has continuously maintained a deep involvement with the OAS and continues to be an influential voice in regional and global governance.
