Shantae St. Clair  is a policy strategist, researcher, and consultant based in Washington, DC,
specializing in cybersecurity policy, digital governance, and international affairs. She is the
founder of St. Clair Strategies, a consultancy focused on emerging technology, public policy, and
global digital rights. Originally from West Virginia, she earned a Master of Public
Administration from Marshall University and is pursuing a second master’s degree in
Cybersecurity with a concentration in Cyber Defense. Her professional background includes
government relations, policy analysis, and international engagement, including initiatives
connected to the Organization of American States such as the Spirits of the Americas Gala. Her
research focuses on cyber diplomacy, digital rights, and technology governance across the
Americas and Europe, and her work has been published in connection with the 2026 United
Nations Global Dialogue on AI Governance. She values the role of the Art Museum of the
Americas in fostering artistic exchange and cultural engagement throughout the hemisphere.
